【摘要】:Dangerousgoods(hazardousmaterials)regulationsrequireperformanceteststobeconductedonpackagingdesignsbeforebeingauthorizedforuse.Theregulationsdonotincludestandardizedproceduresforconductingperformancetestsand,becauseofthis,mayresultinanon-uniformapproachanddifferencesintestresultsbetweentestingfacilities.ThepurposeofthisguideistoprovideguidanceandtoestablishasetofcommonpracticesforconductinginternalpressuretestsonpackagingsundergoingUNcertificationtestingorpackagingsrequiredtomeetpressurecapabilityrequirements.FormoreinformationontheUNcertificationrequirements,refertoGuideD4919.1.1Thisguideisintendedtoprovideastandardizedmethodandasetofbasicinstructionsforperforminginternalandhydrostaticpressuretestingonpackagingdesigns.1.2ThisguideprovidesinformationtohelpclarifyvarioustermsusedaspartoftheUnitedNations(UN)certificationprocessthatmayassistindeterminingtheapplicabletest.1.3Thisguideprovidesthesuggestedminimuminformationthatshouldbedocumentedwhenconductingpressuretesting.1.4Thisguideprovidesinformationforrecommendedequipmentandfittingsforconductingpressuretests.1.5Thisguideisbasedonthecurrentinformationcontainedin49CFR,x00A7;173.27andx00A7;178.605.1.6Whentestingpackagingdesignsintendedforhazardousmaterials(dangerousgoods),theuserofthisguideshallbetrainedinaccordancewith49CFRx00A7;172.700andotherapplicablehazardousmaterialsregulationssuchastheICAOTechnicalInstructions,IMDGCode,andcarrierrulessuchastheIATADangerousGoodsRegulations.1.7ThevaluesstatedinSIunitsaretoberegardedasstandard.Nootherunitsofmeasurementareincludedinthisstandard.1.8Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
